TfGM Begins Procurement Process for Metrolink Infrastructure Contract
Transport for Greater Manchester (TfGM) has launched the procurement process for a major infrastructure contract that could be worth up to 1.6 billion GBP over a 12-year period.

Transport for Greater Manchester (TfGM) has launched the procurement process for a major infrastructure contract that could be worth up to 1.6 billion GBP over a 12-year period.
The contract will support the continued operation and development of the Metrolink network, as well as improvements to rail accessibility across the city region.
Metrolink, currently the largest light rail system in the UK, is a central component of Greater Manchester’s integrated transport ambitions. This new contract will include delivery of the Metrolink asset renewal programme, covering the replacement of essential infrastructure such as track, overhead lines, and power distribution equipment.
TfGM has outlined the potential for a broader scope under the new arrangement. This may include improvements to existing Metrolink stops, construction of new stops and line extensions, infrastructure for future tram vehicles, schemes under the Department for Transport’s Access for All programme, and the development of Travel Hubs.
The contract is scheduled to begin in 2027. It is expected to support objectives set out in the Greater Manchester Strategy and the Bee Network vision of an integrated, accessible and efficient transport system.
As part of the initial procurement phase, TfGM has issued a Preliminary Market Engagement (PME) and a Planned Procurement Notice (PPN), published on 28 July 2025 via the Central Digital Platform and ProContract. These documents invite suppliers to contribute feedback on the proposed delivery model, with particular focus on the scale and complexity of the works involved.

TfGM is seeking input on several key aspects, including the potential use of delivery partner models and whether combining multiple workstreams into a single contract could bring operational efficiencies and reduce disruption. Up to 10 suppliers will be selected for further engagement through one-to-one workshops based on responses to the initial questionnaire.
