Romania: TERNA–Alstom JV Selected as Contractor for €1 Billion Rail Upgrade

Under the agreement, the consortium will carry out the design and full rehabilitation of two sections of the Craiova–Drobeta Turnu Severin–Caransebeș corridor. The first section, Craiova–Filiași (Lot 1), carries an allocated budget of approximately 543 million EUR, while the second, Filiași–Igiroasa (Lot 2), is valued at roughly 449 million EUR.
Together, the two lots cover an estimated 83 kilometres of railway line between Craiova and Igiroasa. Works will include detailed technical studies, line upgrades, and broad restoration of rail infrastructure to improve performance and reliability across the route.
The awards were made by Romania’s state rail infrastructure manager, CFR, following a competitive tender process. The projects will be delivered through a joint venture between TERNA and Alstom Romania, with TERNA holding the controlling interest in the partnership.
TERNA is the construction subsidiary of Greek infrastructure group GEK TERNA. Its participation share in the joint venture is set at 69 percent for Lot 1 and 74 percent for Lot 2, giving it overall operational leadership across both contracts.
The delivery timetable provides for a 12-month design and study phase, followed by a 36-month construction period.
The TERNA–Alstom Romania consortium had previously been identified as the provisional preferred bidder during the summer of 2025, with the formal contractor declaration now completed. The projects further expand GEK TERNA’s rail portfolio in South-Eastern Europe and mark one of the largest recent railway upgrade packages announced in Romania.
