Australia Seeks Industry Partners for High Speed Rail Manufacturing Facility

The Australian Government has launched a process to develop an Advanced Manufacturing Facility (AMF) to support the proposed Newcastle to Sydney High Speed Rail project.

The High Speed Rail Authority has issued Expressions of Interest (EOIs) for organisations interested in developing the facility, as well as beginning a search for suitable land near the proposed rail corridor.

The AMF is intended to combine advanced manufacturing, technology and precision engineering to produce many of the construction components required for the Newcastle to Sydney line. The project is currently in its Development Phase.

According to the Australian Government, manufacturing repeatable components in a controlled environment could help improve consistency, reduce material waste and support safer working conditions, while providing greater certainty around construction costs and delivery.

The facility is also intended to contribute to the development of domestic manufacturing supply chains. The Authority said the skills and expertise developed through the project could be applied to other infrastructure and manufacturing activities in Australia.

The AMF is expected to create new employment and training opportunities, including for workers in the Hunter Valley who have been affected by changes in employment associated with the energy transition.

The facility would form part of the wider approach to delivering the proposed high-speed rail connection between Newcastle and Sydney. The Authority is already working with Australian and international industry partners through an early contractor involvement process to inform the project’s development. These partners include tunnelling specialists and high-speed train manufacturers.

The new EOI process will allow industry to contribute to decisions about the potential design and operation of the AMF. The Authority is seeking organisations with relevant manufacturing expertise, experience in delivering infrastructure projects and proven technologies that could be applied to the facility.

The Newcastle to Sydney High Speed Rail project remains in its Development Phase. At its conclusion, the Australian Government will be able to consider whether to proceed with an investment decision on the project.

The proposed AMF is therefore being developed as part of the preparatory work for the rail project rather than as acommitment to construction of the high-speed railway itself.
