PMO Chief Outlines Key Missions for New Planning Deputy: Data-Driven Management, Talent Development, and Transparency

The Deputy Minister of Roads and Urban Development and managing director of the Ports and Maritime Organization (PMO) has outlined the implementation of the Seventh Development Plan obligations, achievement of strategic goals and programs, budget management, cost control, operational plans, administrative transformation, and organizational development as the most important missions of the newly appointed Deputy for Planning, Management Development and Resources.

PMO News Portal -  Mohammad Shakibi Nasab, speaking at a ceremony honoring and introducing the new deputy, emphasized the key role of this deputy in achieving organizational goals, stating: "In the current situation, responding to economic, commercial, and technological developments requires intelligent planning, foresight, and data-driven management. The Planning Deputy must chart the organization's future path with a strategic outlook."

Shakibi Nasab identified stakeholder satisfaction, especially employees at headquarters and ports nationwide, as one of the most important performance indicators, saying: "Services related to personnel orders, payments, welfare, training, and other human capital services must be delivered with quality to ensure employee satisfaction as the organization's primary asset."

he deputy minister stressed the importance of training and empowering human resources, noting: "Knowledge and technology are evolving rapidly, and it is essential to leverage the capacity of reputable universities and prominent domestic and international professors to enhance employees' knowledge and skills."

He added: "Our colleagues possess valuable knowledge and experience, but continuous updating of knowledge and skills and utilizing modern training are necessary to keep pace with today's rapid changes."

Shakibi Nasab emphasized the need to establish a meritocracy system and talent management, stating: "One of the existing gaps in the organization is the lack of a comprehensive human capital database, where accurate and integrated information about colleagues' expertise, records, experiences, and education is not available to managers."

He continued: "This issue must be organized in the shortest possible time to enable talent identification, planning for employee advancement, and optimal utilization of the organization's human capacities."

Referring to the need for planning for the future of human capital, he added: "Given the gradual retirement of experienced personnel and limited recruitment of specialists in recent years, precise planning must be done to train future managers and experts of the organization."

The PMO managimg director identified reviewing the organizational structure in line with national and international missions as another necessity, stating: "Due to the breadth of its international activities, the PMO needs to strengthen its presence in international forums and institutions, develop foreign interactions, and further utilize maritime and port diplomacy capacities."

Shakibi Nasab emphasized the importance of transparency in organizational performance, stating: "Oversight by supervisory bodies and legal institutions is natural and in line with promoting administrative integrity. The more an organization acts in transparency, continuous reporting, and accurate information dissemination, the more public and organizational trust will increase."

The deputy minister concluded by expressing hope that "with cooperation, empathy, and the support of all employees, the path of organizational excellence and enhancement of the PMO's position will continue with greater strength."

During the ceremony, Davoud Hassani Zadeh, the former deputy, stated that he avoided personal perspectives in decision-making and decision-building, adopting a process-oriented approach. Loghman Parsinia, the new acting deputy, outlined plans including attracting specialist personnel through national exams, training and empowering personnel recruited through veterans' law, financial transparency and discipline, improving personnel livelihoods, and enhancing welfare for retired staff.
