Amendments to marine vapor control systems approved
TIN news: The Office of Management and Budget (OMB) approved the amendment of an existing collection of information, as requested by the U.S. Coast Guard (USCG) and described in the final rule published on July 16, 2013.
This final rule amends 1990 Coast Guard regulations for the safety of facilities and vessels that engage in vapor control activities, or VCS. VCS are used to collect and process volatile organic compounds and other air pollutants emitted during loading and other operations of marine tank vessels.
The revised regulations increase operational safety by regulating the design, installation and use of VCS. USCG regulations themselves do not require any facility or vessel to control vapor or be equipped with a VCS, nor do they require a vessel to take away vapor from facilities.
The final rule revised safety regulations for facility and VCSs to promote safe VCS operation in an expanded range of activities now subject to current federal and state environmental requirements, reflect industry advances in VCS technology and codify the standards for the design and operation of a VCS at tank barge cleaning facilities.
Having received OMB's approval, the USCG will now enforce collection of information requirements in the final rule.
