Qatar gets set for transport upgrade

A Qatari visit to Geneva today demonstrates the nation’s determination to activate TIR and to work with IRU to strengthen transport and trade potential for the region. 

IRU Secretary General, Umberto de Pretto, and the Qatari Minister of Transport and Communications, H.E. Jassim Saif Ahmed Al-Sulaiti, signed a Memorandum of Understanding (MoU) at IRU Headquarters, outlining a roadmap for collaboration on the development and professionalisation of Qatar’s road transport industry. 

The MoU reinforces the ongoing partnership with Mowasalat, IRU’s member association and IRU Academy Associate Training Institute, which offers training and certification to professionalise the commercial transport sector and improve road safety in the State of Qatar. 

The General Authority of Customs and the Qatar Chamber of Commerce and Industry also signed a TIR Guarantee Agreement with IRU, marking the latest milestone in the implementation of the TIR system. 

Mr de Pretto said,
“We are delighted to welcome the Qatari delegation to IRU today. Qatar’s implementation of TIR will improve road and multimodal transport in the region, while today’s MoU marks the country’s integration even further into global transport and trade norms.”

IRU has been working closely with the relevant Qatari authorities and IRU member association, the Qatar Chamber of Commerce and Industry, to advance the implementation of the TIR system, which is expected to be concluded by the first half of 2019.  

The meetings in Geneva will be followed by a field visit to Ankara and Mersin in Turkey, organised by IRU, for the General Authority of Customs and Qatar Chamber. This will provide a working window onto the TIR system and its intermodal capacity, enabling the Qatar public and private sector stakeholders to benefit from shared best practices and knowledge from their Turkish counterparts.

Once active, intermodal TIR will secure customs duties and taxes and will provide a robust guarantee mechanism, facilitating trade and transit to and from Qatar.
