EU rail vehicle authorisation moves closer

THE introduction of Europe-wide authorisation of new locomotives and rolling stock moved a step closer on November 16, when the European Commission’s Railway Interoperability and Safety Committee (Risc) voted to approve the Implementing Act for Vehicle Authorisation.

The act is a key component of the technical pillar of the Fourth Railway Package and completes the first step towards establishing a harmonised vehicle authorisation process throughout Europe, with the EU Agency for Railways assuming responsibility for authorising vehicles for operation in more- than-one member state.

The positive vote follows an extensive consultation between the agency, member states, and industry stakeholders across Europe.

“This step will enable the rail sector to realise substantial savings of time and money in bringing new railway vehicles onto the market,” says the agency. “After intensive discussions with all stakeholders, the final proposal received very broad support, acknowledging the importance of this legislative act for the attractiveness and competitiveness of the European railway industry.”
