RFPs issued for $2.4bn terminal development at Newark Liberty Airport, US

TIN news:  The Port Authority of New York and New Jersey has issued requests for proposals (RFP) to three shortlisted teams for a design-build contract to develop the new $2.4bn Terminal A at Newark Liberty International Airport.

The three teams have been selected after a request for qualifications was issued in late 2016.

The teams are Skanska Walsh II, a joint venture (JV) with HOK as the lead designer; Tutor Perini / Parsons, a JV with STV as the lead designer; and TLV Alliance, a JV between Turner Construction and Lend Lease (US) LM, with Gensler as the lead designer.

To be chosen by the end of 2017, the winning team will be expected to enter a fixed-cost design-build contract, intended to incentivise design innovation and transfer construction risk, potential delays and cost overruns to the development team.

The new Terminal A, which will replace the currently-used facility, will feature 33 gates, a new 3,000-space parking garage, and infrastructure enhancements.

Once operational, the terminal will be able to handle 13.6 million passengers per year, while enabling future growth and expansion.

"The new terminal will address the existing terminal's functional inefficiencies while adapting to the increasing air travel demands for technology, security and amenities that customers expect."

Port Authority chairman John Degnan said: “Last year, Newark Liberty welcomed about 40.3 million passengers - an all-time record for the airport.

“The new terminal will address the existing terminal's functional inefficiencies while adapting to the increasing air travel demands for technology, security and amenities that customers expect.”

The facility will also be able to accommodate larger aircraft and changes in passenger demand.

The redevelopment programme approved by the Port Authority Board of Commissioners is expected to create 9,000 new job opportunities and $600m in wages, as well as generate $3.3bn in regional economic activity.

Terminal A is slated to be opened partially in 2020 and become fully operational in 2022.
